

The old idea of the light side being the force in balance while the dark side was a corruption is a way better concept than the force just always bringing forth a balance between people who want to protect peace and people who want to taker over. That would make the force a mechanism of eternal bloody conflict with no chance of resolution or peace. Really hate the notion of the force balancing light and dark.

By the end, it was no voice of the people at all, and the order had lost touch with the will of the force. The senate is just more direct, more easily understood. Both are the will of the people, after all. In that worldview, the downfall of the old republic's jedi order was that they equated the senate with the force. Your reach may also be limited, so the skill ceiling might be lower, so to speak. But you cut yourself from that "hivemind", which has consequences. Because you don't have to contend with the will of others, you can mold the force whichever way you want. In contrast, the "dark side" is about imposing your own will over the force, denying that of others. But with enough wisdom they could potentially "guide" great "currents" in the force and attain power levels impossible to reach through the dark side. "Light side" users follow this will, and are thus limited in what they can do (offense goes against the will of the force, so jedi can only use the light side for peaceful means and defense). Which boils down to a vague and simplistic "live and let live", since most people would rather avoid conflict whenever possible. So the "will of the force" is ultimately the will of the people. The aggregated will of every living thing.

It gave the Sith vs Jedi a conclusion (not to say other Dark siders wouldn't later emerge). The Prophecy was supposed to inbody the victory of the light side, the good guys, their sacrifices & struggle against the Dark Side & Sith. There was absolutely no need to have Palpatine return. Honestly, Palps as a clone like C'boath would've worked fine, since Rey herself was born from a clone & Snoke was a clone. You could either have The Prophecy or immortal Palpatine who keeps returning. SW has such a narcissistic narrative now that totally supports Kreia's argument or rather Jake's from TLJ.
